He should have signed a conditions of bail. Where he is informed if he can leave the state, etc. Ask his attorney - best way to find out. Or - ask the clerk of the court to check the file.

but he can travel up until hes notified of that and or proven guilty!
Is he on bail? If not then yes unless a Judge has decreed otherwise, they sometimes do.
