Best way to get some loose change for the U.S.A before i travel there. just in case i have to use a toll road?

Go to a currency exchange building and exchange your, most likely, relatively small amount of domestic currency for a fifty gallon drum of Quarter-dollar coins, as our dollar value takes a beautiful swan dive into oblivion. If you get to an automatic toll both and there is nobody to take your money then just drive through it

but since your in a hire car and had no change to pay they will not do anything about it apparently

Join a church and help count the collection. You get nickels, dimes, euro cents, tugriks and copeks - not to mention the odd button and failed Christmas tree lamp bulb.

If we have not got any small change, we buy a newspaper or some sweets in the airport, before we get our car.
The dollar is so low best take a wheelbarrow if you exchange a pound for small change!
Just buy something in the airport. Doh! (If you really are as stupid as this question suggests, I wouldn't bother going if I were you).
Don't bother... the chances you'll get stopped on a toll road here are so slim.
